Source: The character is inspired by, along with Wave, "Larxene" from Kingdom Hearts and "Vicky" from the Fairly OddParents, so personality-wise and ability-wise she draws more from those two, but combined with Wave's mechanical genius. Her name is Valerie, and she's a member of an evil group that has some thematic connection to birds. She's the first big villain that Sparky fights, and she's a "special kind of evil", which is the way I like to describe Vicky.
