I thought the rule was tag what we see, not what we believe/know.

If we ever get that new booru software working, we will SO have an "Implied Masturbation" pool for pics like this (and probably a bunch of others currently tagged as "masturbation").

Interestingly enough, I was always sure that self-breast play was considered masturbation. Apparently, according to Webster's dictionary, I was wrong. :/

Unless her breast is heavier than it's supposed to be, then those indents showing the pressure she's putting on her breast implies that she IS doing something a little more than just holding it. She's also squeezing it. :P

Considering tits are essentially just water wrapped in skin.... you don't need much pressure at all to get indents like that.
Also, looking at her tits, they are probably ... a DD if not bigger. Which means that they would have a shocking amount of weight to them.
