I made a thick line going down her mouth with a colour slightly darker than her skin tone and set it to multiply, I then use a thin brush tool and traced some of the edges with white as well as add a dot to make the appearance of shine. I then overlayed it with a bit of pink so it goes with the vial I edited in.
It took less than 20 seconds

I'll have to mess with that, someday.

Truly an epic drug manip. I wonder if that's a love potion. We do NOT, as a fetish, have enough content of things like that. <3
