It's someone mimicking Tony Taka's art style. Don't know why it reminds you of Fate/stay night.

The shading style does sort of remind me of F/SN. And I suppose Saber also has blond hair green eyes, maybe that's it. :D

It reminds you of FSN 'cause blond hair + green eyes + female. The symbolism with the crown helps too, I'd imagine.
