Sure thing.

When adding an eye effect, like the rainbow eyes on Lindsay, you generally want to erase the whites of the eyes (and the pupils, if you want) with the fuzzy select tool, and put the eye effect in a layer underneath. To avoid the borders of the eyes being too pixely, Use the fuzzy select tool to grab the blank space where the eyes were, then go to the "select" toolbar and click on "grow". Grow your selection by one pixel, and use the blur effect under the Filters toolbar. This is all using Gimp, btw. Photoshop might have these tools arranged differently.
