Surprisingly not a manip. Image search shows different resolutions of the image (this is the highest) but I couldn't read the info. I think it was Kanji but I'm not the best with Asian languages.

Would love to know the source and context, though.

Well, looking up the image on Gelbooru, I can tell you the artist is Karory, the series is "Subarashiki Hibi", and the characters are Hasaki Mamiya and Yuki Minakami.

As for context, she's either surprised by what she's seeing on the screen, or the other girl caught her looking at something naughty and she's flustered. It's almost definitely not intended to be MC.
