how did you do the effects on the eyes?

You'd have to ask the artist who drew it, assuming you can speak Japanese.

Taking a really close look (~700% Zoom), it seems like the artist simply used a medium-opacity paintbrush tool with a red color around the eyes, but just did it very well. He might have even went over some areas twice, as parts of the black border around the eyes seem substantially more red than the glow around it, but that could just be an indication of the type of brush head option he was using (maybe 25% hardness or something like).

Of course, I just woke up, so I could be wrong. :P

Regardless of actual method used, I feel one could replicate this with what I mentioned above. However, the eyes were obviously shaped and drawn with the intent of having the glow (because that glow fits so conveniently into corners and whatnot), so it's not like this method would look great with all eyes...or would it?

Maybe I should look into geass-glowing eyes again...
