It's tagged as corruption on pixiv. So it seems like it's a mind-controlled Terra "going Esper".

Adding to this, I just did a little more research. This pic was also tagged as "Dissidia". In Dissidia Final Fantasy, Terra is fought as an enemy in one stage, and her enemy data shows her wearing a "Puppeteer's Wheel" (Slave Crown in the Japanese version). The Puppeteer's Wheel's effect greatly increases the amount of time a character can sustain EX Mode. Terra's EX Mode? Her Esper form.

To those who've never played FF6, the Slave Crown (ie. Puppeteer's Wheel in English Dissidia) is LITERALLY a Mind Control accessory. TERA starts off wearing it, mindlessly serving the empire in the army, accompanied by Biggs and Wedge (those are the correct names, right? been so long), who die off at the end of the intro.

To add more detail to Mindwipe's comment: in Dissidia, you fight Terra while she's under the control of Kefka (the end boss of FF6, and a Dissidia villain) via Slave Crown.

Vicks and Wedge, but yes. Which is also why I assumed that those two guys Terra was sucking were Vicks and Wedge.
