Naw it wasn't, I was just a bit confused as to what image you meant.

But yeah, it's pretty simple, I use Photoshop CS:whatever to do it. Whatever you want to be glowing, you extract from the original image using the Lasso Tool, drag it to a random open image file with a transparent background, then drag it back to the image where you want it glowing and deselect the original selection. Nudge and drag the extracted bit so that it fits exactly back over what you extracted it from, then double click on the layer over in the layers display to bring up the Layer Styles window, at which point all you have to do is play with the Inner Glow and Outer Glow settings until you get the glow affect that you like.
