The translation doesn't show up very well in the note unfortunately so I'm just going to reproduce it here for anyone who's interested to look at it in full. I'll then edit the note to point down here and otherwise just have the translation text inside.

精液専用公衆便女

"public toilet (woman) expressly meant for semen"

精液 = semen
専用 = just for (use of/with)
公衆 = public
便所 = slang term for toilet
女 = woman and sounds the same as 所 in 便所, thus permitting the pun 便女 as a woman who serves as a toilet
