It's getting harder and harder for me to come up with more characters, and the sad part is, we've likely barely scratched the surface.

Pretty much anyone in the Harry Potter universe who knows the imperius curse.

Admittedly both of those aren't really mind control per say.

Reisen's manipulations of wavelengths I wouldn't really count as 'mind control' per say as its mostly to just fuck with a person and maybe get the target running in circles and not even knowing it and the fighting games have her using misdirection and illusions more than true mind control.

The problem with Koishi is that because of her nature really she's only using 'Don't notice me' and 'I'm not important' for her manipulations. Combine that with her manipulating the subconscious subconsciously more than her being more actively controlling it is a downside.
And if we go by Symposium of Post-Mysticism it might mean she doesn't even know she's doing things as she's acting rather impulsively and without real rhyme or reason.

I mean sure we could use Porno Logic for Koishi,Satori and Reisen but by that logic it means I could make a list with pretty much every Touhou and how they could use their abilities in a round about way for mind control but it'd require them to get Fetish Porn Logic (Characters will behave to fulfill fetish requirement even if it means being OOC as hell!)

Yuri - Command & Conquer: Red Alert 2/Yuri's Revenge.
I mean he's a master Mind Controller who if it wasn't for Time Travel would have mind controlled... THE ENTIRE WORLD!! with his Psychic Dominators, but it wouldn't be sexy mind control. It'd be everyone being his drones.

But those examples aren't roundabout at all. Those characters all have powers that involve directly manipulating the mind. Maybe they can be used for outright control, and maybe they can't, but I think it's close enough to warrant mentioning here. Satori is outright stated to use hypnosis, Komeiji's ability sounds like the textbook definition of mind control (whether or not she can control it, and whether or not she chooses to use it as such is a different matter), and it's hard for me to read this entry in Reisen's wiki page and not see some potential for MC:

I say if it directly influences the mind in any abnormal and unconventional way it qualifies as mind control. Even without the intent to manipulate, the powers still stand as what they are.
